Check if the correct recoding device is selected on sound properties, and verify if mic is mute.Test mic using the sound recording program.
Try to uninstall and reinstall the sound driver. Perform diagnostic on the audio using the drivers and utility disc. if mic is not working on the diagnostic tool then need to replace the sound card.
If you can here sound in headphones, but not through the speakers, most likely the phone jack switch is bad. The whole jack needs replacement. Also, in some cases, it could be more then that, like Audio CODEC chip on motherboard is bad, but lets assume the best.
I also have an inspiron 1525 and I once had this issue (I'm running xp pro) but I found that you need to reinstall you audio driver, here is a link to the vista driver http://support.dell.com/support/downloads/driverslist.aspx?c=us&l=en&s=gen&ServiceTag=&SystemID=INS_PNT_PM_1525&os=WLH&osl=en&catid=&impid=
