I can not see the top and bottom of the picture on my TV. Also, it looks like the sides of the picture are being cut off as well. I greatly appreciate your assistance!

First if you are using time warner , hit the zoom button on the remote "#"
if thats the issue its done.
if not then the driver for the height is going out.
this is normally not a user adjustment now days.

IF you have a speaker or phone with a magnet inside it and lay it on the tv or near it the picture will have green in that area.
it will go away gradually as you turn on the tv each time as it demagnetizes the screen

Check the menu settings for the picture. You may be expanding the image to fill the sides, in the process, cutting the top and bottom.

Heads cut off on the screen

Ocean's Eleven. Best remake movie, I think.
I believe your TV is in "ZOOM" mode for the screen. This will make a 4x3 picture come up closer to fill in the 16x9 screen, but this cuts off the top and the bottom.
Keep pressing the WIDE button on your remote until the picture looks best.
If you have HD channels, the screen mode should be on NORMAL. HD channels will have the 16x9 screen format.

The non-HD channels will have 4x3 screen format. When the screen mode is on NORMAL, you will have the cut off picture on the sides because the 4x3 format will not fill in a 16x9 screen.

My TV picture cuts off on the top and bottom

Check what format you are in. 4:3 is like a regular tv. Sides will be cut off in this format on a widescreen tv. 16:9 zoomed will cut of top & bottom slightly. You want just regular 16:9. No zoom.

Picture is cut off at top and bottom

I had the same problem with my westinghouse 47 inch HDTV. It turned out that someone had inadvertently hit the "format" key on my satellite (Direct TV) TV remote controller. If you have satellite TV you might want to check this out. I set it back to the previous setting and I get the entire screen. Hope this helps someone.
