Question about Fans
Have you verified that the amp output is OK.
I assume you have these 2 subs series or parrellel together, correct? In this case you may only have 1 bad sub or it could be the output to the 2 speakers is bad.
1. Disconnect these 2 speakers.
2. connect 2 GOOD speakers and verify the output is good.
3. if low audio, the amp has a connection problem or is defective
4. if audio OK, the amp is good but you still need to test the 2 speakers to find which is bad or verify both bad. Just connect them 1 at a time with the radio at low volume.

If the voice coil is blown the cheaper and the only thing to do is too replace the sub. And if it was a new sub see if under warranty and see if they replace the sub
Probably audible distortion make them blow.
Check the crossover for correct settings. Also if you have them in the wrong size box
