Can you F7 or F8 or whatever your system uses to get into the bios setup screen? If you can accesss that, you can install an operating system. If not, you have an issue. Put an operating system CD in to see if it is recognized for starters.
Because you lost two devices, the DVD and the wireless mini card, I believe your problem is a drivers issue. You should make sure you do not have any Malware that is removing these drivers. If you have access to the Internet download and install Malwarebytes. It has a quick scan that will ID any infections. Then get the newest drivers for those two devices from Dell's support site. Before you install the drivers, remove those devices in Control Panel.
Did the diagnostics pass the RAM and the hard drive.
You should check the BIOS settings to see if the hard disk is detected, if possible reset the BIOS back to the default settings and see if the computer boots up.
If not :-
Then it appears that the operating system is either corrupted or system files were deleted or infected with viruses.
Your only option is to do a operating system repair or a complete new install of Windows.
I recommend you do a new install.
Unfortunately, you have to have the hard drive installed and running to do a manufacturer on line test, or if you have a usb cable with a 2.5" adapter on other end to connect to a pc to see if it runs or is readable.
Not all hardrives work in all laptops, try to fit same make as removed if you already have'nt.
Although, why keep something that was damaged in the post, try for a return.
