Question about GE Refrigerators
I've got a GE Arctica Side by Side Fridge/Freezer (Model# PSC23NSTE SS) that seems to suffer from odd temperature fluctuations. The temperature readout on the freezer side says "0" but when I opened the door I noticed the ice in the ice maker storage tray was melting (drips of water were coming from the rear of the tray closest to the back wall and there's a small frozen water fall in the back), and the fridge side has a temperature reading of 43 (37 is the normal setting) and when checking with a thermometer it's actually 47 degrees. This is the second time in the last month and a half that I've found the fridge in this condition. What's wrong with this?

The contol board on the back of the unit may have a low voltage problem not sending power to the dispensor or display lights properly. Is it still making ice just not dipensing? That's been the most common problem I've seen on these units.

It's hard to understand how the refrigerator compartment would be okay, but the freezer is not. The evaporator coils are normally behind the freezer. The cooled air is moved from here to the freezer and refrigerator by the evaporator fan. Is this the fan you are saying is going on and off? Or the compressor fan underneath the refrigerator.
The necessary conditions for proper cooling are:
1. Compressor is running; 2. Compressor fan is running; and 3. Evaporator fan is running.
