Everything I'm coming across while searching for this file points to a virus infection. Just to be certain, you have spelled it correctly? I've also seen references to "SPCMDCON.SYS", an N at the end, not an M.

Have a look at this page from the AVG Anti-Virus Forums..

It seems you may be infected.

SPCMDCOM.sys is a kind of spyware which corrupts your windows registry and it is not at all a security tool.
You need to run a malware/spyware removal tool on your computer to get rid of it.
If you are not able to connect to the internet you might download the tool on a different computer and then install it in your system.
For instance you can also try to restore the computer to a previous date when everything was working fine. It might not remove the malware but you might be able to get the internet access.
You can also run a free registry scan using "Regcure" (A free tool) to get rid of any unwanted registry entries.
For any further assistance please feel free to get back.
Thank you for choosing Fixya

Well if it does that you should make sure all media is unplugged from the computer. If you have the Windows XP Original Release disk insert it and re-install Windows XP. If still says the same error "operating system not found" take it to a computer specialist near you or go on another computer and contact www.microsoft.com, thats all I can say.

Error: avgmfx86.sys starting service, error 0x8007007f

Error code 0x8007007f or error code 0x8007007e loadTOCNode(2, 'cause');This problem frequently occurs after you upgrade a service pack. After you upgrade, there appears to be a corrupted file, a missing file, or a file mismatch

That is what microsoft's website says about the error. Have you tried uninstalling and reinstalling? Also have you made sure you have all the microsoft updates available installed.
Keep me posted,
