Question about Dell Inspiron XPS PC Notebook
From what you describe the Motherboard has most likely failed.
Remove battery, Memory, fans, drives so that you have bare minimum components in the system, try to power on with AC, you should get a series of beeps. If no beeps, definite motherboard.
If the system shows signs of life, power off, add a memory module, try again, see if system POSTs. If it still will not post, motherboard. If it does, keep adding items one at a time till you ID the failure
The other possibility is the Video card, since it is removable on this model
