Its a panel problem. You need to change your monitor panel or you have to buy another one :( and if it has warranty left then go to the servicing center

Go to your toolbars bottom R/H corner and look for the VGA settings icon ( nVidia or ATI). Right click on that...and look for rotation settings, from there just followed the settings... Have nice day!

You may have problem in the power supply, see my pictures here so you will know what to look for if you want to DIY: http://s807.photobucket.com/albums/yy352/budm/Viewsonic%20VX2235W/
Hopefully not the LCD panel (I never have to replace one yet in this model).

Have somebody take a look at the capacitors in the power supply first, look for caps that are leaking/bulging top, very common failure in LCD monitor.
Please see some failed bad caps album and failed VIEWSONIC monitors due to bad caps here:

Swap this monitor with the main one.
If it works, you may simply not have the secondary output enabled in the operating system.
In Windows for example, in the video properties, there's a place where you choose which video card you're dealing with (and/or which output or monitor) and there's a checkbox that says "extend my desktop to this monitor"
If that's not enabled, monitor 2 will be blank !
If the monitor doesn't work in the same connector that the working monitor is in, you may have bad capacitors in this one.
Watch the video below on how to fix that issue.
