When the water has entered the engine it most likely entered the fuel tank. In a normal fuel pump the gasoline has a lubricating effect that the water can't do so when the pump run on water it got worn out completely. Unfixable, the pump must be replaced.

Thanks for the advise...Before I order the new fuel pump, is there a way to check if the fuel pump is working or not?

Take it out, put it in a bucket of gas, connect it directly to a battery and you will see if it's working. But since it didn't sent any fuel to the filter you already know the answer.

I also have another question. How about the oil pump? Does the oil pump need to be replace too? Can you tell me how to check to see if the oil pump is working or not? About the electrical unit, I think it should be fine right? Because, the engine turned when I tried to start up but no gas coming through the filter. I do not know how the oil connect/pump mixed with gas. Please advise...Thanks

No problem with the oil pump, separate almost completely sealed circuit so even if a little bit of water got in it didn't do any damage. BTW the oil circuit is completely separated from the fuel circuit. To test it is dead easy, just take it out of the motor, turn it  with a power drill while submerged in a bucket of oil and see if oil is squirted out.

The electrics are most likely ok - as you said if it weren't ok you wouldn't get a spark.

Take your carburetor apart and clean it. There is moisture corrosion that is keeping the needle from moving. Be careful not alter the little teeter totter spring in any way.

regular or unleaded are fine if it is a four stroke engine but if it is a two stroke engine you will need to fill an oil tank also with two stroke oil, or you may have to mix it in a can , see manufacturer for mix ratio.

Jet Ski Will not start when cold

If the teeter/totter needles are gummy or covered with moisture corrosion it could be the reason the machine is so hard to start. When storing the jet ski's syphon all the gas out and burn it in your car or truck. Even if you stabilize it it wont be good fuel in the spring. Your plastic tank will not rust so remove the fuel. You may be able to clean them up by running a tank of Chevron Techron through them. Before riding we charge are batteries and start are jet ski's on the trailer/lift before dropping in the lake. This saves the battery. It takes more juice to start the boat in the water.
