When I buy my peg perego batteries from they always come with a charge.
The peg perego motors on the polaris models are taken off after the rear wheels are removed. My Grandkids have 2 of these and they are always running when they visit me so I have had to replace them a few times.
hope this helps

Sounds like your new battery was not charged when it was sold to you. Put it on a 12 volt charger for 6 hours.

first of all check for at least 12 volts from the battery and the charger, you can test this using a multimeter, if the battery doesn't show any volts, lift up one side of the blue plastic housing on the top and verify that both the positive and negative wires are plugged in

2003 sportsman 700. no spark at plug. off/ run switch is in run position. why no spark?

Have you been running the bike with a low battery? Have you changed the spark plug? Have you checked that a fuse isn't blown? Check these items if all is good, chances are that the pulse coil or pick-up coil is shot, could also be the stator. Have someone who knows how to check it for hons of resistance.
