ISOLATE MAINS POWER BEFORE OPENING PANELS
It sounds like you have acomponent blow, (stating the ob), what I would recommend is a visual inspection. remove panel on rear, have a good look at wiring and conponent that are visable. If no sign of black short on terminals it may be an element. The fault could be in the panel circuit but that would not produce enough smoke, a fan motor can an element and a electric switch, they use the two terminal type mounted usually on the chassis, if this appears burnt out replace with the same temp type. To go further you will need electrical knowledge, and a test meter. Let me know if you require further assistance.

Its due to any hurdle inside the motor. If you know some engineerring then...
1. unscrew the back of the cover
2.there are two pipes attached to the motor. check either there is anything that press the pipe to stop flow or not.
3. if so carefully remove that.
and
if it is in warranty then without opening it take it to the supplier for servicing.
NOTE: never try it to open if it is in warrenty.
If tap water is used, you may have a buildup of lime deposits; allow it to dry and then look for any white deposits.
Using distilled water will avoid this.
There are two main types of nebulizers: jet and ultrasonic devices. Ultrasonic nebulizers produce aerosolized droplets using high-frequency sound waves generated by a special crystal. Liquid drug is usually delivered to the crystal, where it forms a thin layer. Electricity excites the crystals, causing them to vibrate at extremely high frequency. This vibration forces the thin liquid layer through an adjacent mesh, creating a fine mist. Droplet size varies with the frequency of the sound waves created by the vibrating crystals.
Nebulizers deliver aerosolized liquid medicine by a facemask or mouthpiece. Successful nebulizer therapy does not depend on significant patient cooperation or coordination. This is useful in the treatment of pediatric asthma, and the NIH recognizes the nebulizer as an effective delivery device for young children.
