My sony cybershot DSC-S700 is not turning on and the lense is stuck out all of the way. Is there any possiblity of being able to fix this myself?

You have internal problems to start with. This camera may cost more to fix than it is worth, however I would try to call Sony support and see how much to repair or possibly to trade in on a refurbished unit if the repairs are too much.
These kinds of problems develop after an impact of some sort, or being dropped, or some such damage.
To fix it your self is not the best way to go, and more than likely will damage the camera so much, that it will not be worth it to even sell it for parts on a site such as Ebay. There may be internal broken parts, which may require parts to be bought for repairs.

Lens stuck open

I have to agree with one of the comments previously posted. I too had a Sony DCS-S700 and the lens was stuck open. Whenever I turned the camera on, the Sony Cybershot logo appeared and dissappeared, turning the camera off. I noticed the lens was crooked, so I moved it in the center direction and the camera worked again.

Cybershot

Haha, I have the same problem.
The lense is stuck.

I kept turning it on and off repeatedly.
And now I can view pictures on it again.
