Things to check

  1. First replace it with a new battery and try restarting the phone.
  2. If it does not work go for a software flash.
  3. If that also does not work you need to check the battery Ic and contact to the battery points.

So the first and foremost thing is to replace the battery with a new one and check the battery .

Hi,
a 6ya Technician can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repair professionals here in the US.
click here to Talk to a Technician (only for users in the US for now) and get all the help you need.
Goodluck!

I'm assuming that you are talking of a dual sim from china. If this is the case, the phone may already be ruined but a technician can try to repair it first. However from experience, most china phones pass out completely hence cannot be revived.
