You must have Sprint. If taking the battery out and putting it back in doesn't work then you need to take it to a Sprint store (Call ahead first as they may not have technicians available). This issue is caused either by an overload of memory, water damage, or the firmware is messed up. Depending on the level of repair knowledge this Sprint tech has, they will either reflash it or they will swap it out. Either case you will lose all of your data.
