If the roller brush is not turning then that means that the belt is either worn, stretched or broken. You need to replace the belt. You can get replacement belts here:

Titan power brush not turning

I had a similar problem, cleaned mine too and it looked clean but what i found was hair tightly wrapped around the spindle under the end rollers so tight you could hardly see them, they were pulled right in and it was a nightmare to remove.Try holding the two rollers and get someone to spin the brushes it should spin with rolling a finger over it.mine was not the same machine as yours but they all work the same good luck.

I accidentally sucked up a thin belt that wrapped around the bristles and stopped the bristles and now the bristles wont turn

You need to remove the thin belt from the roller if you haven't already. Check the ends of the roller to make sure there is nothing there stopping the roller from turning. You can try turning the roller with your hand using minimal force.

I believe this unit has a switch on the front of the handle for the brush motor. It may cut off if the roller gets hung up. Have you tried turning this on?

In summary try cleaning everything off of the roller and then check for the switch that I mentioned. Let us know how you make out and good luck!

The fan motor is probably not working. Does it sound normal? Higher or lower pitch sound?

My Oreck XL has quit sucking. The brush turns but

Same problem here with XL9100. Bag would not expand implying no suction. Motor ran and brushes turned. Easy disassembly using common tools found that a plastic bag had been sucked up and caused a blockage prior to the impeller. Cleaned up, reassembled, and everything worked fine after that.

My rainbow isn't sucking very well and the power head smells like

Hi there SmartAlec from Nelsonvacuums.com.au here. I think that if it is not doing a good job the most likely cause is that the belt in the powerbrush is broken. If you turn the unit on does the brush under the head turn (really quickly). If it does not it will be the belt. Just remove the cover and slip a new belt on. This should improve results about a million times. Hope this helps. Happy vacuuming :)
p.s. dont hesitate to send me a follow up request if this doesnt help. That machine should work nothing short of amazing.

Vaccum has no suction

Here is what we did to fix the problem of our vacuum having no suction.
We unscrewed the three screws on the back and took the hose off of the vacuum.  Then we took the hose outside and put the water hose through the vacuum hose and turned on the water.  After about 30 second the water pushed through a dust bunny the size of a fist and a marker.  Basically, the vacuum did not have suction because the hose was clogged with dust, etc.  After reassembling the vacuum, it worked just fine.
