Good day,
Two possibilities.
1. Circulation fan motor behind the rear panel of the freezer compartment not running.
2. Auto defrost system has failed.
If you see a frost buildup on the rear panel in the freezer, remove the rear panel and check the coils for excessive frost buildup.
The defrost system is made up of three parts.
1. The main heater, which is mounted on the evaporator, and looks like the bake element in an electric range.
2. The defrost thermostat ( a small round disk mounted on the top of the evaporator).
3. The defrost timer (either a mechanical or electronic model) located in the fresh food section.

To test the continuity of the main heater you would need a ohm meter and have a working knowledge of electrical. Applies to defrost thermostat as well, but it can be tested only when it is cold.

Locate the complete model number and go here to see the layout.

PSC23NSTESS FREEZING VEGTABLES

Side by Side ModelsIf foods, such as fruits and vegetables, in the refrigerator are freezing, it can be caused by several things. First, check the controls. They should be set at "C" and "5" or "5" and "5". The proper fresh food temperature is between 38 and 42 degrees Fahrenheit. The freezer should be between 0 and 8 degrees Fahrenheit.
  • If food in the bottom of the refrigerator is freezing, this could be caused by a refrigerator not having enough food to absorb the cold air.
  • If food in the door is freezing, move the door bins up or down so they are one notch away from freezer vents (Side by Side models only).
  • The fresh food control should be at the normal setting of 5.
Freezer on Top Models
First, check the controls. They should be set at "C" and "5" or "5" and "5". The proper fresh food temperature is between 38 and 42 degrees Fahrenehit. The freezer should be between 0 and 8 degrees Fahrenheit.
  • Since the cold air coming into the fresh food section originates in the freezer above, the rear of the top shelf will be the coldest spot in the fresh food area. Avoid placing delicate items that freeze easily on the back half of this shelf.
  • If food is freezing in the produce (fruits and vegetables) or meat pan, it may be that the temperature controls are not set high enough. Since cold air naturally falls, the pans can get too cold if the refrigerator is not running long enough to maintain good air circulation. Adjust both controls up one notch.

I have a Hotpoint, model # Hsm25gfre sa, that is cooling and freezing unevenly. Everything onthe bottom half of the freezer is frozen and the top half is thawing. Also, the water in the ice maker is not...

Make sure that the freezer fan is working and circulating the cold air. Then check the damper assembly to make sure that cold air is being circulated into the refrigerator. And lastly make sure that the self defroster is working - if not the evaporator will freeze up, freezer temps go up, and ice maker will not work if freezer temps are 10 degrees or higher. A digital refrigerator thermometer will confirm freezer temps being high.

Refrigerator is freezing at the bottom and 60 degrees at the top

probably the fan is not running
take the fan housing off and you may find a buildup of ice preventing the fan from running

Side by side freezer

Check that the freezer circulating fan is running. The frige section may have dampers or vents (lets the freezer air cool the refer section) that are open too much. Usually the bottom area in the frige has a control lever to meter how much cold air gets to that section (lots for meat, little for fruits, etc.). Check the owners manual for operation of those vent dampers.
