Where did you purchase the adapters from? You say they are correct because they match the specification on the bottom, but that does not mean they are of high enough quality to handle the contact power pull that a laptop gives.
If you bought these directly for PackardBell then contact them to get a refund and report your issues. If they are aftermarket adapters then the quality of the adaptor is not high enough for your laptop. Since your stepdad has an adaptor that works well with it, then find out what brand it is and try to purchase the same model as he has.
