You should have the phone's firmware re-flashed. You can do this at home with the appropriate cable (~$15.00USD)and SEMC software and an account to with the SEMC server(~5.00USD for one day or ~$27.00 for a month). You can also take it to a mobile shop and they will re-flash it for you.
