Re: I have two Pentax p30 35mm cameras but both wind on...
Double check which way the batteries are installed, you may have them reversed. The cap should be marked positive, meaning the negative side go toward to contact in the camera body

Have the old batteries leaked in the battery compartment ? Also, when you removed the previous film, did you set the camera into rewind mode ? If not, you have probably damaged the winding motor beyond economical repair.
The early ist cameras had a battery indicator problem which Pentax never addressed. Most owners learned to live with it by turning it off and on several times until it showed full power.
Given the age of the camera and the fact that it hasn't been used for a while, it's quite likely the lubricants have dried up, causing the mechanical parts to stick. I'd suggest taking it in to a reputable camera shop for a CLA (Clean-Lube-Adjust), the camera equivalent of tuning up your car.
Dear friend please go in setting option on your camera and select your battery type there. after that restart your camera. The indicator will stop showing low battery. But also confirm that your new battery are fully charged. Waiting for your feedback.
If you can wind the film there is a problem with the shutter release. Take it to the shop to be checked and/or repaired. There's practically nothing you can do yourself (unless you're a camera mechanic).
The battery charge indicator is temperature sensitive. If you switch off and on again, do you still get the low battery warning? Have you tried with a second set of batteries - either rechargeable, or lithium or alkaline. I would do this in a warm room, and try it with new alkaline cells. You lose some of the functions, but if the indicator say charged, and you can take a shot, then the body is OK. Call me old-fashioned, but I use a multimeter on all NEW batteries to make sure they are functional - I bought a card of cheap LR44s and the first three were either dead or low on voltage.
Set your camera to B and release the shutter ( camera will work in this mode without batteries ) if you can wind ok and release shutter fine then all you need is new batteries.
If however your camera is not working when set to B then it is either the shutter or the transport mechanism that need looking at.
From experience ( have repaired 100s of Me-supers ) it is likely that your shutter needs attention : rubber components ( and foam rubber ) inside the shutter ( and the mirror box locking mechanism especially ) have perished and need replacing.
