did you get decent analog video signal before the digital transition?, If this is a new setup you might need a stronger rooftop mounted antenna with a pre-amp go tohttp://www.antennaweb.org and enter your zip code, it will tell you what type, size and what direction to point your rooftop antenna.

Make sure u have the antena hooked to box and box hooked to tv, make sure antena wire is actually hooked to an antena if wire is coming out of the wall, otherwise u more than likely need a new antena, or box it's self is bad but if it turns on and u see somtin on the screen like make sure antena is hooked up then the box is probaly good

Do you have a digital to analog signal converter hooked up to the TV? If you use an antenna to receive the broadcast signal you need the converter box. You can buy them on eBay for cheap.

Radio signal strength not very good

It is due to the vehicle antana. you need to purchase a antana booster. hook it to a 12v power plug antana from car to one side of booster and radio to other side. this will increase signal from car antana to radio and should fix problem. most boosters can be found at any car audio or truck stop and run from$10.00 - $25.00 good luck

No channels downloaded

The antenna must be hooked up to the converter box. The better the antenna, the better your reception will be.

Not everyone in the country will be in range of digital signals. Digital signals have a shorter range than analog signals do right now. It is possible (but unlikely) that you are not currently in range of any digital signals.

So make sure you are set up like this - Antenna--converter box--Television. Then scan for channels. You should still pick up any analog signals while the box is hooked up, you will just view them the same way you do now, by changing the TV station rather than the converter box station.

Does my tv have a digital tuner (RCA Model E13320, 2/2001)?

The digital tuner has nothing to do with the new signal you will be receiving in February of next year. The new video signal is a digital signal. The old video signal is analog. Your television receives the analog signal and converts it to what you see on television. You need a converter box to convert the new digital signal back to an analog signal your television can convert.

Receive one channel with Coverter Box

Make sure those 6 channels are also being broadcast in Digital format also, otherwise your converter box won't have a digital signal to convert for your TV. The switchover date is early next year I believe.

Digital converter box

Greetings kathy76turne,

In February 2009 you will be unable to receive ANY analog television signals therefore the digital converter box will be a necessity to receive any over the air broadcasts.

I am unable to answer the question about the mini van's electrical capability, however you might find the following link handy to get more information.
