Is the sim card from the same provider? If so, please report to your mobile provider and they will resolve the issue.
If the sim card is not from the same provider as the mobile then you need to unlock your phone to be free to use on any GSM network. You can do this by calling mobile provider and requesting unlock code or buying one online.
