It takes my electric over a long time I think to

It takes my electric oven a long time I think to reach the set temperature. For example, it takes 20 minutes to reach 350 degrees. Isn't that too long?

That is a long time, but please give more information on what type of oven you have, and how old it is if the following does not solve your problem. First, Make sure you have not covered the bottom of the oven with any type of barrier to keep the oven clean (aluminum foil or inserts), it blocks the vents. If it is an older convection oven, preheat on bake and set the convection after it has preheated. Check the elements. Lift up the bottom panel and do a visual check of the element. Take out the bottom panel and turn the on oven on somewhere near 450-500 degrees. Visually inspect the element and see if there are bright red areas and dull areas. If the element has red hot areas and dark areas, you need a new element. If the element does not get red at all, you need a new element. Electric ovens usually have an upper and lower element, so you should check both before replacing one. The broiler element should be visible without removing anything, just look at the top of the oven after you set to broil. Lastly, make sure the oven door shuts snugly and that any gasket around the door is in good condition. If you don't know if the door is tight enough, just lean up against it to see if it preheats more quickly. The oven also has a temperature sensor, but from your description, that would not be the case because you did not mention trouble maintaining the temperature. The good news is that elements are usually cheap and easy to replace. Try to find your owners manual, it will tell you what part you need. If not, write down as much info on your oven that you can and take the element with you to the parts store. If this is not helpful, leave comments with more information and I will attempt to solve your problem. thank you for your question.

Why hasn't the oven reached the set temp when the buzzer sounds indicating desired temp has been reached?

What are you using to measure the temperature of the oven? If you using a typical round oven thermometer, the reason is that your thermometer response is slow. It takes about 20 minutes for those thermometers to reach and display the actual temperature, and your oven is probably reaching it's set temperature in about 10 minutes. You really need an electronic thermometer or at least one of those liquid thermometers which you can sometimes find at Ace Hardware or True Value Hardware stores.

Why is the oven bell not ringing when it reaches the set temperature.

If the temperature reached at it operating temperature and oven display doesn't showing how much time left for ready screen then most probably its IO board gone.
I have seen many cases like this, and replacing IO Board fixed the problem.

Replace the door seals, they are the thin rubber strips around the front of the oven when the door is open. They are simple to change as they just clip on.

How do I calibrate the oven temp?

Oven Temperature Adjustment Option for the MSG5770
If you think the oven should be hotter or cooler, you can adjust
it yourself. To decide how much to change the oven temperature,
set the temperature 25°F higher or lower than the temperature
in your recipe, then bake. The results of the “test” should
give you an idea of how much to adjust the temperature.
To adjust the oven temperature:
1. Press the BAKE pad.
2. Enter 550° by pressing the number pads “5, 5, 0”.
3. Press and hold the BAKE pad for several seconds until 0°
appears in the display.
4. Press any number pad to change the temperature. Each time
a pad is pressed, the temperature changes by 5°F.
• Press repeatedly to reach +35°F. Continue pressing
to reduce the temperature up to -35°F.
• If the oven temperature was previously adjusted, the
change will be displayed. For example, if the oven
temperature was reduced by 15°, the display will
show -15°.
5. When you have made the adjustment, press the
CANCEL pad and the time of day will reappear in the
display. The oven will now bake at the adjusted
temperature.
NOTE: Do not change the temperature setting more than
10° at a time before testing the oven.
It is not necessary to readjust the oven temperature if there
is a power interruption. This adjustment will not affect
broil or clean temperatures.

Preheating Oven

Cold Stove, you may not be able to. The issue here is that oven manufactures put on their units a fast preheat. However it isn't possible to preheat an oven for 7 to 9 minutes and bake short time bake items properly. Also the oven sensor will respond faster than the absorbation rate of the sheet metal in the oven liner. To preheat an oven properly takes 15 to 20 minutes before putting in the food. I see this will a lot of current ovens. Sounds like a normal format of the control.
