Unfortunately, you are going to need to have a Windows Disk to run a Repair Install from the disk. If running a repair install does not resolve the boot.ini error you will need to format and reinstall Windows.
To get a Windows disk you can search the internet for a disk. If you are in the US you can try getting a disk from the link below.

Opti plex gx110

the cover being removed is a warning you can turn off in bios. if hard disk 0 failed you can check bios and make sure hd0 is still marked as your boot device, you should also open up the case yourself and make sure a cable has not gotten unplugged or moved. make sure both the power and data cables are plugged in if it's sata. if it's IDE make sure that the serial cable and the power plug from the PSU is plugged in. if it still doesn't work you can try a different plug from the PSU. if none of that helps you can download hirens boot cd or ultimate boot cd, boot to the disc and there are hdd diagnostics you can run to find out the actual problem. good luck!

Dell pc dimensio 5150 wont boot up

If the power light is blinking amber - The computer is receiving electrical power, but an internal power problem might exist.
Ensure that the voltage selection switch is set to match the AC power at your location (where power cord goes into unit).
Also try simply unplugging the unit from the wall outlet for a minute then plug it back in and boot it up.

Blank screen

I just installed a geforce 6200 with heatsink, no fan, in my computer. Fry's is having a sale and for $20 after rebate, how could I go wrong? Upon first installation, the computer failed to boot.

Discovered modern computers will not even atempt to boot if the power supply is below the minimum requirement for the video card's recommended wattage. More proof that over-powered supplies are not an absolute necessity. I upgraded to 250w from the onboard 180w and it fired up. The rest was disabling the integrated video which i found out was compatible with geforce 5200 level of operations.

My system:
Dell Opti-plex GX260, cut to bare minimum since it was from a commercial business with 1G RAM after upgrade.

Pover up trouble

sounds like something is drawing down on your 12 volt supply drives or on board regulators. Try it without the drives connectged, and see if you can get the system to boot up(you'll just get a notice that your drives are unavailable, but you'll already know that, right?

got backup for your Dell?
