SOURCE: Xbox 360 disc drive
if it isnt the magnet issue (hitachi drive only) then the solution is the drive isnt spinning the disc, in which case open the console, open the drive top, and hand spin your disc on the spindle for about a minute or so, make sure you push the laser block to the back of the drive, and when you power it up it should spin.

Lens cleaners are too abrasive and do not work properly. to clean your laser it is best to strip down your 360, remove the dvd drive top cover and get a cotton earbud, spit on it and then very carefully with a clockwise rotating motion clean the lens this way. you may also need to re-align the laser to read 280-300 ohms as by the sound of it the laser might be set too high. we can offer a repair www.fixmyconsole.co.uk or if you want to have a go just pm us and we will try to help you step by step.

when this happens, it either symbolizes that somehow, your tsop32 chip has corrupted in your dvd drive and has lost the dvd key, or you (someone) has attempted to flash the firmware on the dvd drive and it has ended in a failure and destroyed the initial firmware. basicly, if you have your dvd key, you can try to reflash the drive with working firmware (tutorials can be found everywhere) or, if you have warrenty left, send it in. if all else fails, find a person who knows how to disassemble an xbox 360 + dvd drive, desolder the tsop32 chip, and rip the firmware. this can be costly though, and you'll need a new dvd drive afterwords if your old one gets broken in the process. and if you can't get the dvd key, well, your 360 is now an expensive dvd player.
best of luck

Your DVD drive's laser is malfunctioning.
You have a few options:
1) Decrease the resistance on the laser to increase power, and it may be able to read the discs again. A guide for that can be found here.
2) If that doesn't work, or you do not wish to do that, you can replace the laser head all together. Replacements can be found on eBay. You can follow this guide to replace the laser head.
3) You can replace the DVD drive completely, but it will require taking the original drive's firmware and putting it on the replacement one. The guide for that can be found here.
