Pull out the power cord for 20 seconds, then try again.
Power strikes can lock powersupplies up and give those exact symptoms.

Due to an electrical outage, desktop computer (Sony Vaio VGC-RB30), lost power and would not reboot. A small blinking green light on the back panel was the only thing happening. Is this a hard disc problem...

this usually mean the power supply went bad and is in safe mode.(so other component in the computer won't get damaged) try unplugging the computer from the wall and wait 10 minutes. If you plug it in and the green light is still flashing the power supply is the most likely thing that is wrong. you can take the power supply to a local repair shop and they can test it in a few seconds. my guess is that it is bad. Green power supply light blinking, computer won't start.

A lot of those E-Machines used a small power supply (150 to 180 watts) and were known to have a failure rate. There is a way to check them by jumping across a two connector wires on the end that plugs into the Motherboard. Let me know if you want try this.

Not powering on after power outage

Hello,

Sometimes after a power outage, some power supplies can take a hit but will not provide the needed voltage to operate your pc. In this case you should replace the power supply. For future protection, connect your pc to a power strip or power source with surge protection. This will range in price from $7 to hundreds depending on how much you need to protect and your budget.

We had a power outage, and now our sony vaio vgc-rb52 desktop computer won't start. Power switch doesn't turn computer on, and there is a blinking green light on the back of the computer.

As long as the light is blinking, the PC does work. There should be a switch on the power supply (On the back of the case) Try flicking this on and off while the PC is connected to the power grid. Then try treboot the PC. Else, you culd try to cear the CMOS on your PC. If you don't know what that is, post the model of your motherboard, and I'll see if I can find it on pictures.
