One of 2 ways, remove the plate on the bottom, the is a clear cover covering the fan. Just unbolt the belt pulley and remove the fan. If there is no cover covering the fan, then you will have to remove the top, take out the 4 screw holding the motor and turn motor over, then you can remove the fan.

It's clogged! Many so-called "environmentally friendly" vacuum cleaners have multiple stage filters; the usual configuration is a standard filter followed by a HEPA filter or equivalent. Standard filters can be a paper bag or a bagless, removable container. From time to time, the secondary filter will get clogged, so it doesn't matter whether you change the bag or empty the container, performance will not improve. If you have access to compressed air, try removing the secondary filter and blowing it clean with a high pressure air nozzle. If that doesn't work, check the hose to make sure it's clear. If you are using a rug beater attachment, make sure it has not clogged at its inlet.

It sounds t me like you may have a few problems, 1st the belt could be broken or stretched and is need of replacement. The belt should be changed every 4 to 6 months for the best cleaning. 2nd your vacuum cleaner could be clogged and stopping anything from going into the vacuum bag. 3rd it also could be your brushroll – the brushes end up getting soft and short and between the brushroll and the combination of the belt not working as well may cause it not to pup. Check your owner’s manual to see the trouble shooting section for unclogging your vacuum. My solution is one that only works if the vacuum is a spare... To get mad at it and throw it in the garbage...
My thought though on what the problem actually was... Seeing as where the vacuum came from and what the problem was, that it was run with the fan broken causing more damage to the motor and therefore making it impossible to fix with just a fan. I would suggest that if your vacuum sounds different than it has before, stop running it and see if there's something you can do to fix it and if not then don't keep running it. Coins are the main problem with a broken fan and are not made to be sucked up by a vacuum cleaner.
