Find a computer that _does_ have an Internet connection.
Find a USB memory-stick.
On that computer, locate the device-driver on the manufacturer's web-site, and download it. Copy the download to the USB memory-stick.
Sneaker-net, i.e., "walk", the memory-stick over to the other PC, and install the software.
