SOURCE: tv vcr combo cannot program tv
Try pushing the volume buttons in the middle so that you are mashing both the up and down button, your menu should appear. then you can use the channel buttons for moving up and down.

I had this problem with my TV/VCR combo unit (Samsung CXC1972) after losing the remote while in the dorms. I tried a few different universal remotes and dozens of codes before I tried the Philips 3 device universal remote as pictured below with code 037 programmed into the VCR/DVD button. I can't change the volume with this code but the input key switches between line in and tv. You can also change the channel, access the menu and operate the VCR functions with the code. I bought the remote for less than $10 at Walmart so it might be worth a try, and if it doesn't work you can always bring it back. Hope this helps.

You will have to disconnect the TV from the AC outlet for a few seconds(10-20) then reconnect the TV and press power. You should get the start up menu after you get a picture. What you have to do is use the vol up/dn , chnl up/dn keys to select the autoprogram setting after chosing from cable or antenna signal. the enter key should be one of the DVD keys either play or stop or some other key, you'll have to experiment a little with it. There is an owners manual available at retrevo.com in case you need it, but I am posting a brief description stated in the manual on how to do this. For Combo Devices, in many cases a single code operates both parts of the device (e.g. the TV and the VCR). In other cases you need to set up two codes. For example, one for the TV and one for the VCR. Where codes are shown below as [### ###] the first code operates the first part of the device's name, and the second code operates the second part. E.G., for a TV/VCR device, the first code operates the TV and the second code operates the VCR.
Where the code is listed as [### ###] the first is for the TV and the second is for the VCR. Otherwise just the one code operates both the TV and the VCR.
