Question about Hoover U5172900 Fold Away Widepath Bagless Upright Vacuum
Your Vac probably does not have a filter installed inside the unit, that is why fine dust escapes through the vents. Remove the dirt canister/cup from the unit and you will see a filter frame behind. Possibly the filter itself is missing or wrongly installed.

Take to Walmart, plug it in and start to vacuum THEIR floors!
Try removing the dust container and look for anything blocking airflow including the HEPA filter. Make sure the dust cup has a seal where it joins the vacuum. The fix is probably simple, but it shouldn't be up to you to do so!
