USUALLY the chip is the main CPU OR the VIdeo Processor.

I have an IBM tower with Intel Pentium 4 and Vista operating system that worked fine when I stopped using it a couple of years ago. Now when I try to use it , I get a no signal to monitor, and the monitor...

open the tower and remove the Ram chip gently from the motherboard and clean the edge of the Ram chip that goes in the motherboard using a eraser. Reinsert the Ram chip back in the Ram slot and try booting again. since the PC was not used for a while the edge of the Ram that goes into the motherboard attracts carbon and dust and rubbing it with a eraser and reinserting the same back to the motherboard has a 90% chance that will get the system to bootup again. Good Luck

What is next to the CPU that has a cooling coil

most likely it is a controller chip (Northbridge/southbridge) with either a fan or fan/heatsinc combination cooling it. some of these are screwed down , some have a pressure clip that seats into the motherboard to hold the fan/heatsinc down.
Hope this info helps you. Regards

I need to put more memory chips in. where do I do it--the monitor or tower? how do I open the cover?

The memory goes in the tower on the motherboard. Most cases come apart by unscrewing screws on one side of the back. Some have a little lever on the back that, when pushed, releases the side of the case that is opposite the motherboard.
Some cases have a button (large or small) that is recessed into the top and maybe the bottom of the case. When pushed these buttons release the catch inside the case and you can swing it open.
Once open, you will see the memory slots. By pressing the catches on each end of the memory chip, you can release them and lift the chip out. Note the position of the key on the chip socket and the slot in the memory chip when reinstalling memory.

K8S-LA mobo heat sink fell off.

That is the 'Northbridge' chip that provides the I/O interfacing for the main chip. The heat sink is normally held on with glue as you surmised, and should be re-done with a thermal conductive glue. The glue (a silver filled epoxy) is available from MCM electronics or from Mouser. Be sure to thoroughly clean the chip and heat sink before re-gluing.
