Inadvertently switched off power when shutting down. On start up asks if I want to run in safe mode, last known config etc etc, but which ever option I chose it flicks to 'welcome' then back to start up window. Seems to be stuck in a loop

Try starting the computer normally, this usually happens if you computers power was cut while booting up, its just a small harmless glitch.  As for the returning back to the prompt try running it with command prompt. when you get to the command prompt, type (chkdsk) and let it run this might also fix any other problems that you are not seeing.

Emachines T6524 won't reboot after automatic update. I get the windows screen when I turn it on, and everything seems fine, then the screen goes black and I get the no signal message.

You should try to boot in safe mode without the card removed..If this got on after an update it is possible (almost sure) it messed up with your graphic card driver and now it needs to be reinstalled > To do so ..try to boot in safe mode...To do that press the key indicated on screen for boot menu and choose safe mode ...usually it is f8 key or f12 ..depend on the model .If it seams not to be able to find the safe mode boot ..try to stop the computer by unplugging it ..This will force it to stop improper way ..and will show the screen for safe mode and other ways to boot-up .select the first safe mode ..and let it start ..This mode will not load any drivers and work just with the minimum needed for to start .Go to control panel ...remove programs ..and remove the graphic card driver from the list ..after that if you have the disk insert it and run the driver again in original ..If you do not have it look for it on the manufacturer's site ..and download it ..
If you need help with the driver ..let me know exact model of the computer ..and if it is not an on board card I need to know the exact model of the video card ..

Windows does not shutdown properly, asks me if i want to restart in safe mode?

It never hurts to start in safe mode. While in safe mode, some things will not be available to you. Be aware that there is a reason your computer is telling you to start in safe mode. Something happened, hardware or software related, that caused a problem. Windows allows you to start in safe mode to correct problems. Not knowing what the problem was, I might suggest starting in safe mode, then go to start, all programs, accessories, system tools, then system restore. Try to restore your computer to a few days ago when it was working properly. Then restart, and hopefully it will work.

Starting up loop that never ends.

Try booting in safe mode (F8 just before the Windows screen) and do a virus check.

Computer won't start

this is a complicated fix to diagnose over emails but first, the hd had been hit the power outage while accessing the hd can damage it. so I recommend reloading windows fresh if it cannot then you may have damaged the cd rom /dvd drive.
