I'll tell you but please don't panic because it's easy to solve . Did you install any toolbar or something like that and removed it lately ? if yes :
That means you got spywares on your machines [ you are being hacked ] . Do you got any spyware remover ? If no , then get one . I advice you with [webroot spy sweeper] . it's the strongst according to www.toptenreviews.com . download it from any other computers but yours . before you install it , disconnect your computer from internet and reboot it . then install spy sweeper . when installation complete reboot your system . and start full system sweep and wait for the result . i hope it'll be clean . after that reboot system again .
I strongly recommend you to change the password of your yahoo account or any other account's passwords since you got that error because they could be already hacked .

at the end i recommend you to run spy sweeper on the tray on the task bar , because it'll protect you while you are surfing the web . Don't forget to update it to be protected against the newest dangers .

good luck .

rate if useful please !

I keep getting Error 999 when attempting to access my e-mail. I have no security issues, I've cleared history, and I'm wondering why, as I'm reading, "Yahoo has banned my IP address"

First Try This.It might help a bit if you have a corrupt Cache File:-

Clear your browser's caches and cookies. Close the mail page, click Start > Control Panel > Internet Options (or on Internet Explorer toolbar click Tools > Internet Options) and delete Cookies, Temporary Internet Files, and History. You might also click Start > All Programs > Accessories > System Tools > Disk Cleanup > and run Disk Cleanup.

Scripting may be disabled in your Internet Explorer. This may happen due to updates. To enable scripting, follow the instructions on this HELP page (it is for Messenger, but it may help here as well):
http://help.yahoo.com/l/us/yahoo/messeng...

Otherwise Contact Yahoo at:-

Yahoo! Customer Service
866-562-7219
408-349-3300
Yahoo Personal Email: 866-492-4664 (small fee)
Yahoo Small Business: 866-562-7219
8am - 5pm M-F (Pacific Time)
[email protected]

If you're using Internet Explorer 6:-
You may also need to disable RESEARCH add-on in IE6 due to recent updates:
Disable Internet Explorer 6.0 add-ons:
1. From "Tools" menu, select "Manage Add-ons"
2. Click on the "Research" add-on if present, and then click Disable.
3. Close and relaunch the Internet Explorer internet browser.

? Best quick fix >>>> Login to your Yahoo! mail via an international server... http://world.yahoo.com/ and access your mail / ya / 360 /games from there by clicking the mail icon, stay within that browser. That, is the best temp fix for the system

I am tying to set up yahoo account on thunderbird. i can send email but not receive.. i have tried changing server settings and port settings

Much more common is a sending issue. Often you have to send through your ISP server, contact them for what that server is, if you have sending issues.

I found directions for Outlook, which should be similar to Thunderbird:

Look closely at requires authentication settings....

Note: You must be a Yahoo! Mail Plus user to read Yahoo! Mail in an email reader program such as Microsoft Outlook. Click here for information about subscribing to Yahoo! Mail Plus.
To read your Yahoo! Mail Plus using Microsoft Outlook 2002 or 2003, follow these steps:
  1. From the Tools menu, select Email Accounts.
  2. Select Add a new email account and click Next.
  3. Select POP3 and click Next.
  4. Enter the following information:
    • User Information

Your Name: Type your name as you'd like it to appear when you send an email message.

E-Mail Address: Type your Yahoo! Mail Plus email address (for example, [email protected]).
    • Server Information

Incoming mail server (POP3): Type plus.pop.mail.yahoo.com.

Outgoing mail server (SMTP): Type plus.smtp.mail.yahoo.com.
    • Login Information

User Name: Type your Yahoo! ID (your email address without the "@yahoo.com").

      Password: Type your Yahoo! password.
    • Select the Remember Password checkbox if you don't want Outlook to prompt you for your password each time you check your mail.
    • Do not select the Require logon using Secure Password Authentication (SPA) checkbox.
  5. Click More Settings. The Internet E-mail Settings dialog box appears.
  6. Select the Outgoing Server tab:
    • Select the My outgoing server (SMTP) requires authentication checkbox.
    • Make sure that Use same settings as my incoming mail server is selected.
  7. Click the Advanced tab:
    • Under Incoming Server (POP3), select the This server requires an encrypted connection (SSL) checkbox. The number in the Incoming Server (POP3) field usually changes automatically from 110 to 995. If it doesn't, type 995.
    • In the Outgoing Server (SMTP) field, type 465. Under Outgoing Server (SMTP), select the This server requires an encrypted connection (SSL) checkbox.
    • If you want to save your Yahoo! Mail messages on both the Yahoo! Mail server and on your computer, select the Leave a copy of messages on the server checkbox. If you want your messages to be deleted from the Yahoo! server once Outlook has downloaded them onto your computer, leave the box unchecked.

Note: After your messages are deleted from the server, we cannot retrieve them.
  8. Click OK to close the Internet E-mail Settings dialog box.
  9. Click Finish to close the Add New E-mail Account dialog box.
  10. Click Close to close the Account Settings dialog box.
Troubleshooting tips
If you still can't send Yahoo! Mail from Outlook, you might be accessing the Internet through an ISP that is blocking the SMTP port. If this is the case, try using port 587 when sending email via Yahoo!'s SMTP server. To make this change:
  1. From the Tools menu, select Account Settings. The Account Settings dialog box appears.
  2. Select your Yahoo! Mail Plus account and click Properties. The Change E-mail Account dialog box appears.
  3. Click More Settings. The Internet E-mail Settings dialog box appears.
  4. Click the Advanced tab.
  5. In the Outgoing Server (SMTP) box, type 587.
  6. Click Apply, and then click OK to close the Internet E-mail Settings dialog box.
  7. Click Close to close the Account Settings dialog box.
