Your phone could fail to charge for a number of reasons. 1. Check all connections -- charger to phone, battery within phone (did you drop it recently?) charger to wall socket, etc. Make sure connections are clean and well-fitting. 2. Make sure your battery is IN your phone, or that the back plate isn't loose letting the battery wiggle. 3. Has the phone been damaged by electricity or water? How old is the battery? If all else fails, take the phone to a battery store. They can test the battery and tell you whether the battery has failed, and sell you a new one that sshould charge, or whether the phone is kaput.
The first thing would be to replace the battery with a new one. If it charges, you're golden. If not, it could be the hardware of the phone (possibly the charge port).
Also try using a different USB cable and adapter to charge with, as those could be failing.

By going out, do you mean that the phone gives a low battery signal and then you lose the call?
Try replacing the batteries. Rechargeable batteries have a limited number of recharge cycles before they fail. If the batteries are over a year old, this is the likely problem. (Unfortunately, some degradation of the cells of the batteries happened while it was on the shelf after manufacture.) Charging the battery longer will only change the surface charge, not the deep charge when the battery fails.
If new batteries do not help, then the chargers may be failing. (I have had the chargers fail.)
If you are having a signal loss between the phone and the base, then check for electronic interference between the two units, move closer to the base or get the base as high as possible.

The charger and the charging port.
The charger of the phone might not be contacting properly causes it to fail or loose contact, that might be the reason it needs to be position properly before it charges.
You can use another charger to see how firm it will on another phone, so that you can be able to know if you will need to replace the charger with another one.
The charger port is where you plug in the charger to the phone for the phone to be able to charge. Sometimes if the charging port is weak,itmight not be able to hold the charger properly,it will be failing contact.
Also you can use another charger to test with your phone and see how firm it holds on the phone and if it will charge the phone without failing.
I guess when you test for the charger and the charging port, problem will be solved.

Best way to diagnose your Nokia 3230 is to try a new battery. If the new battery will boot up the phone and charge the device, then you just needed a new battery. If the new battery only works to boot up the handset, but still fails to charge then your charging port is damaged or failed.
