Charging problem ; charger is ok but it seems like there is a problem with the actual internal charging device.

There could e a problem with the battery. A fast check to determine whether you have a problem with the power adapter, power cord or the laptop's battery is to turn off the laptop, remove the battery, connect the power adapter, turn on the laptop & see if it works.
If the laptop works directly from the power adapter with the battery removed, then the power adapter is good. In this case we can suspect that the battery is defective & needs to be replaced.

How do I charge?

you are following correct and logical steps to charge your device. If it won't charge, there are two possibilities:
Your chager is defective: you can detect charger's output using an electronic tester. If you don't have one, should check it with some electronic repair service
If charger is ok, then your battery is dead. Most similar devices have so called "lifetime" rechargable batteries - means, you can't take apart your device to change the battery.
I have no idea if your device is or not servicable so just to be sure you won't throw away a rapairable device, check it at some electonic service site.

Do you have a manual? This one I found actually doesn't tall much about this device

Will not turn on dead as a Dodo, plugged into car 12v supply OK.

after a time without use dechargeable batteries seem not to charge for some reason, apparently this is so on certain rechargeable types more than others.

Check the charger if that is ok replace the batteries...should work ok hopefully

The green light will on to charge but with seconds turn red and not charging

this could be due to a too high or too low voltage from the charging unit. if the device notices that the voltage is not correct it will not charge. ensure the charger is ok try using to charge another device such as a mobile phone and see if the same problem appears if so you need a new charger. if not then the device is faulty and needs repair or a new internal battery.

My device is three months old. The charger is giving current as I am able to use it while plugged in, but will not charge at all. The device works beautifully in every other way accept for the charging...

Seems like internal battery charge controller has got fault or internal battery is not accepting charge. If it is under warranty then take it to the servicing centre.

Data cables are different from charger cables. Charge only cables will never pass data and vice versa. Check the style of cable you are using to charge your device. The connector on the device may have lost a good connection inside the device or the connector solder joints internally may need to be re flowed.

Have you actually checked the charger is actually working with power coming out of plug that plugs into device.. THe actual charger unit may not be connecting properly into wall socket...

Will not turn on

If tablet keeps burning out charges it is due to the fact that an internal short in the tablet is making the charging unit exceed its parameters and allowing it to burn itself out. The issue is with the tablet, not the chargers.

Tomtom problem

When you turn off the device with power button, you actually set the device in stand by mode, not fully turned off.
This state will drain the battery.

The only way I know to turn device fully off, is to do a reset with paperclip at bottom of device...

if new, return it to place of purchase for a replacement. if used, the motherboard or internal problems may be the problem such as a bad motherboard, bad internal connection etc.
it may also be that the battery isn't being charged due to a bad adapter or battery. the battery may not be able to take a charge, or the charger may not actually be charging. if you have a spare charger, try it, and the same for the battery.
a green light on the charger doesn't mean it's actually doing anything. nor does it really indicate the battery is good.
