If you're talking about a Samsung TV that is not working at all then check whether the TV is getting power by connecting the power cord of the TV to a different wall outlet.
Try pressing the power button on the TV to turn it ON. Disconnect the power cord of the TV from any surge protector, if any, and connect it directly to a functional wall outlet.
Furthermore, press and hold the power button on the TV for 30 seconds. If the TV doesn't respond at all by performing all the above mentioned steps then the power board requires to be serviced.
