It isn't the monitor problem, but the VGA adapter problem. Try reinstalling the VGA driver again

Tips for a great answer:
Turn on the PC. Press F8 at booting into windows 7. It will display many options
Select the Enable low resolution video(640x480) then login to system.
then change the resolution as required
Right click on a empty space on the desktop and click on Screen Resolution.
