Samsung plasma screen pulses before warming up

The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Search the site by type in the "brand name" to your device; in the "Search box at the top right of the display window of the Homepage" to get gathered related posts.

I have a Samsung Plasma tv (PN59D8000FFXZA) that after my neighbors house was struck by lightning it won't turn on. What steps should I take for diagnosing the root issue?

When it get hit with any surge usually the main Board is gone, to replace it and hope nothing else is wrong, you can get a 4k LED for probably same price

Part of my Television screen is blacked out on the right side. It started with 5 inches and now it is about a foot.

It sounds to me like you shorted out some of those ribbon cables. This is easily tested by going into the pattern mode on the tv. It will put patterns on the screen. If the screen is still black during the patterns, then you have indeed shorted out the panel. It's cheaper to buy a new tv than a panel. Follow these directions to enter into the patterns. I really hope it's not the panel.

Blue snowy pixel areas on my plasma

some of these panels were mis-calibrated from the factory after not aging long enough. Let the TV run for atleast 2 hours and adjust the Vs and Vscan voltages. When it is blue in the left I have found generally the Vs is about 10 volts too high.
