I can help you with your issue ,
If this TV has chassis ITC222 then you have a blown fuse also check these things
check capacitors cp150,cp120,cp114 for buldgeing tops and change them out if so,these are known to cause this problem.
The RCA ITC222 has a known issue with the Convergence going out of alignment and the convergence adjustment option will disappear from the menu. When this happens it is usually related to the FL231 400ma fuse being open due to defective solder on the flyback and vertical output IC. To do the repair its recomended to replace the FL231, DL231, CL230 then resolder the flyback and vertical Output IC.

click where you have options to update driver,disable.uninstall,scan for hardware changes or select properties where in the general you have the option to troubleshoot also in the driver tab you have the same options as when you first right click on monitor
control panel,display,settings you can make adjustments for more or less pixels or from the drop down list pick the appropriate level of color range or
troubleshoot also select advanced then general
dpi normal size,larger size or custom settings
