Take a look on this ..planar ..also used in medical care ...see that on this page there is a manual link .. and in there are more than one models made for this purpose and from Planar...
anyway ..they have images about connectivity and power ....meybe you recognize something ...
anyway ..under there is a link with a driver ...and cause its not sure what your model is ...( I could not locate anything by the numbers and serials you offer there ) maybe you will locate from the list ...something may pop up when you take a look ...
anyway ..being a touch screen ..and a 15 inch ....here should not be that hard to locate driver by elimination ...and maybe some series letters ..about cable ...I found nothing ..but Im keep looking ...od the manual I sow that some of them are connected by regular vga ..and usb dual.....
take a look in that manual ...its a pdf ...and keep the drivers location ..Im sure that after you know the exact model your driver is in that list
anyway ...

I purchased a 3M 15"

This display uses a capacitive touchscreen. It relies on the conductivity of your finder work. It may be that it has lost sensitivity and only works when there is a path to ground through your body. If this is the case then the touchscreen will need replacing.

The monitor has no picture at all and the light goes from green to yellow

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.
