This is a common problem when the operating system is corrupt.
If you have Windows Vista, you simply start the computer up and press F11 for a factory restore. The restore will delete everything on your computer so be sure and back it all up to an external hard drive, flash drive or CDrom.
If you have Windows XP, you must have the restore disks provided by the manufacturer. You can order them from the website for under $30.00. Once you get them, put the cd in the cdrom, start the computer up and wait for further instruction from the wizard.
It is fairly simple and I would recommend formating it just so you can get rid of viruses, fix unknown issues, etc.
