If it does not play the cleaner disc, just inspect whether the disc inserted in spins inside it. You can check this by open the upper cover of the player, and inserting a disc into it. If inserted disc spins inside, and the player won't read it, the fault is with its laser pickup unit, and it should be replaced with same type and number.
If the disc dos not spins, the fault is with the sled motor [the motor that spins the inserted disc], has damaged, and should be replaced. OK.

u mabe inserting the wrong disc all phillips cd recorders uses cd-r or cd-rw that says digital audio.

It will because you have ejected the disc and are looking at an empty drive so the computer want you to insert a disc.

troubleshooting advice below-try steps in order until the problem is resolved.

1. Be sure to check your disc to make sure it is flat. You can check this by putting the disc upside-down on a flat surface. If the disc is bowed up on any side or in the center, do not use the disc as it may get stuck in the drive.

Might be your disc contains some data, or the disc is bad, try replacing the disc and see if it works.

change the cd/dvd rom if you are sure the disc you insert is the right one. the lens is bad.

Does it do it with any disc you insert or just one particular disk? Have you tried flipping the disc over to other side and then inserting it?
