Tried for hours to reattach my encoder strip, and finally figured out the way to do it after reading many web postings, and my own trial and error.
The key is to use a "dental mirror" that you can pick up at a pharmacy or hardware store for about $5. (Perhaps a small compact mirror may also work.) And you need to focus light back there. (I used a head lamp.)
The problem is you just can not see the small slot through which the encoder strip must be threaded from the front of the printer. It sits in back of the ink cartridges. This thin slot "tunnel" goes though a rectangular piece of plastic. You can feel the rectangular piece of plastic in back of the ink cartridges, and looking with the dental mirror you can see how small the slots are on the right and left side, through which the encoder strip must be threaded. After "seeing" these small slots using the dental mirror, you then can feel them with the tip of a fingernail, and know exactly what you are aiming for as you then feed the encoder strip through. (It doesn't make any difference of you feed the strip from the left or the right, but the down arrow end of the encoder stip must end up on the right when you later attach it to the wire tab.) I fed the strip "blind" after I had formed a strong mental image of exacly what I was trying to do, and now being able to feel the small slot I was aiming for with the tip of a fingernail. (It is tough working in the small space in back of the ink cartridges, and if you have really big hands and fingers it may be impossible. I did not want to use forceps or tweezers because of a fear of damaging the encoder strip.)
The encoder strip then must be attached with the down arrow end on the right attaching to a flimsy looking wire on the right side of the printer. The left end of the encoder strip must be attached to a metal tab on the left side of the printer. You will need to hold tension on the encoder strip, and manually push the sliding ink cartridge back and forth out of the way as you attatch both ends.
(It's probably a good idea to gently clean the encoder stip of all your fingerprints and any smudged ink with a tissue after you get it back in place. Also be sure to clean the metal bar the ink cartridges slide back and forth on, so you don't get error message 0502.)
Be prepared for this to be a very frustating experience!
You will be maddened by how many times it will take to thread the encoder strip though the slot, how difficult it will be to catch the end of the encoder strip on the wire and metal tabs, and how you will have to figure out how to hold tension on the encoder strip so one end won't fall off as you attach the other end.
But once you use the dental mirror to see where you have to thread the encoder strip, and once you see the wire and metal tabs to which the ends of the encoder strip must be attached, then YOU CAN DO IT! It just takes persistance.

The easiest way to refit an Encoder strip is to undo the 5 screws on the DELL 924 and dismantle until your left with the base.
If you hold up the two thick white plastic strips you can see the little oblong slot at the back of the print cartridge holder. Feed it though and attach to the spring on the right hand side and then to the metal clip right next to it, then slot on to the metal clip on the left hand side.
It takes 5 minutes to put the printer back together and it solved the problem.

Dell technical help said you can't repair this problem and tried to sell a new printer with a discounted 1 years supply of cartridges. But then again it was a man and they do tend to give up to easily and make up any excuse not to fix something.

Error 86:01

Follow these steps :
The encoder strip may be dirty and needs cleaning. The encoder strip has many tiny lines on it, that the carriage sensor counts to determine its location in the printer environment. If this strip gets dirty, the carriage sensor will read several lines as one and in the end it will try to go past the carriage path; when obstructed it perceives this as a paper jam.
The encoder strip is located just behind the slider rod, the shiny rod that guides the carriage back and forth. The encoder strip should be cleaned with a lint-free cloth wetted with clean and luke-warm water (no water allowed to drip into the printer!). Be careful not to pull hard on the encder strip, it can VERY easilly break or jump off its attachment points!
First gently slide the carriage over to the left and clean the right part of the encoder strip, then slide the carriage over to the right and continue with the left side of the strip. Note: Always clean FROM the right side to the left, since the strip is attached to a hardpoint on the right side of the printer and to a leaf spring on the left side. According to Murphy's Law, pulling on the leaf spring WILL make the encoder strip jump off the hardpoint hook on the right side, causing a mess to get it back! (not supported...)
But in many cases this solves the 86.01 error

Check error

Try the following steps

1. Unplug power
2. USING THE FINGER HOLDS ON EITHER SIDE, lock scanner cover into open position
DO NOT TOUCH THE ENCODER STRIP (clear plastic strip in front of the white vinyl band)
3. Remove jammed paper/foreign objects (check under the print head; if the print head is in the middle, slide it to the either the left or the right side, & check for paper scraps underneath the print head)
[IF WHEN THE SCANNER COVER WAS OPENED, THE PRINT HEAD IS ON THE LEFT SIDE]
4. Move the print head to the middle
5. With the print head in the middle, remove any ripped paper/foreign objects from the left corner (SINCE THE RIPPED PAPER COULD BE VERY SMALL, USE A FLASHLIGHT TO INSPECT)
6. Close the scanner cover & plug the machine back into the power outlet
[PERSISTENCE OF THIS ERROR MESSAGE OR NO PAPER SCRAPS/FOREIGN OBJECTS FOUND MEANS THAT THE ENCODER STRIP WILL REQUIRE CLEANING]
[IF WHEN THE SCANNER COVER WAS OPENED, THE PRINT HEAD IS ON THE RIGHT SIDE]
7. Plug the power cord back into the power outlet...LCD will show "Cover is Open"
8. Press Stop/Exit for approximately 5 seconds until the print head moves to the middle
9. UNPLUG MACHINE FROM POWER OUTLET
10. USE A FLASHLIGHT & TWEEZERS TO INSPECT: Remove any debris from the right corner
11. USING THE FINGER HOLDS ON EITHER SIDE, close scanner cover & plug machine into power outlet
[PERSISTENCE OF THIS ERROR MESSAGE OR NO PAPER SCRAPS/FOREIGN OBJECTS FOUND MEANS THAT THE ENCODER STRIP WILL REQUIRE CLEANING]

TO CLEAN THE ENCODER STRIP... (clear plastic strip in front of the white vinyl band)
[Markings & debris can adhere on the surface of encoder strip FROM HAND CONTACT &/OR GREASE CONTACT INCURRED FROM REMOVAL OF JAMMED PAPER]
DO NOT USE FLAMMABLE SUBSTANCES NOR ANY TYPE OF SPRAY TO CLEAN INSIDE/OUTSIDE MACHINE
1. Unplug machine from power outlet
2. USING THE FINGER HOLDS ON EITHER SIDE, lock scanner cover into open position
3. Clean both sides of encoder WITH ONLY A DRY, LINT-FREE CLOTH
DO NOT FORCEFULLY PULL ON ENCODER STRIP
DO NOT TOUCH ENCODER STRIP WITH BARE HANDS
DO NOT FORCEFULLY SCRUB ENCODER STRIP (THAT COULD SCRATCH ITS SURFACE)
4. Clean encoder strip from right to left--stopping just before the left corner
5. Clean encoder strip from left to right--stopping just before the right corner
6. Repeat steps 5 & 6 two or three times to clean thoroughly
7. After cleaning encoder strip, USE FINGER HOLDS TO close scanner cover
8. Plug machine back into power outlet.

Carrier stall.

There could be 4 possibilities.

1. Ink cartridges lids are open which is not allowing cartridges to move freely.
2. Ink cartridges carriage will not move from its original position(left) when front cover is opened
3. Encoder strip is Dirty.
4. Encoder strip is Out of position.

Solution:
1. Open the front cover and check if ink cartridges lids are properly snapped in.

2. Turn the printer off and pull out the power cable from power socket, open the front cover and manually center the ink cartridges carriage.
Clean the metallic rod inside the printer using WD40 or Kleenex from Left corner to right corner properly.

3. Cleaning the encoder strip:
a. printer should be off and disconnected from power.
b. open the front cover.
c. Using a dry, lint free cloth, pinch the encoder strip on the right-hand side of the cartridge carriage and pull your fingers across it toward the right-hand side of the printer and you can move the cartridges carriage to clean the strip completely.
d. Note: The encoder strip is a narrow band of clear plastic and can be difficult to see without direct lighting running parallel to metallic rod.
e. Close the printer and try again to print.

4. Repositioning the Encoder strip.
a. Remove the power cord from the printer.
b. Open the front cover.
c. Gently slide the ink cartridge carrier to the middle of the printer.
d. Gently move the top part of the printer belt to the right.
e. Using an index finger, gently push encoder strip down and then back up, to get it back into the slot located on the back of the ink cartridge carrier.
f. Gently press the strip first to the rear, and then forward, to ensure that it is seated correctly.
g. Manually move the ink cartridge carrier to the left, then to the right, to check the positioning of the encoder strip.
h. Once the encoder strip has been re-seated, close the scanner lid.
i. Re-connect the power cord to the printer and try again to print.

Encoder strip have hole. How can i take it out?

Why would you want to remove the encoder strip? The strip can be carefully cleaned in place by following the instructions here.

If you really want to remove the strip (not recommended) open the lid (with the power on). Wait for the printer noises to stop, then carefully move the carriage (with the print cartridges in it) to the left. Unplug the printer power.

The encoder is held on a metal tang at the right side and a spring on the left side. Carefully grasp the encoder near the right side and pull it to the right so it can be dislodged from the tang on the right. You will need to bend the encoder slightly to unhook the end. Once it has been loosened form the right you can then release the left tang and carefully remove the encoder.

When reinstalling the encoder reverse these steps. First thread it properly through the sensor on the back of the carriage, then connect the left end to the spring, then connect the right side.
