Not a lot of details but here are some thoughts. The fan should not start as soon as the system boots, so it's doing so indicates that you could have a cooling problem. Try some Arctic Silver compound between the processor and heatsink to ensure proper heat transfer. Also check and ensure the heatsink is not impacted with dust and debris, blow it out with canned compressed air and ensure the cooling fins are getting airflow. Download and install the latest BIOS Release (A17). Run the fan test in Diags and ensure that the fan is turning fast enough. Replace Fan and heatsink if system speed is still slow.

It is normal for the fan to spin up during start up, its part of the laptops self test routine.

if your computer is slow, it might be a good idea to do a clean up on the computer or reinstall the operating system, windows from the recovery discs or a windows installation disc to get it working better again.

This could be a sign that your laptop is overheating. If you touch the laptop while it is running & you find it too hot, make sure that the fan is running properly & that the air ways are not blocked.
You can blow compressed air into the cooling vents of the fan. If you notice clouds of dust coming out, then it might be a good idea to disassemble the laptop, clean the fan & air ways, & reassemble it back. If the fan has failed & is no longer running, it might need to be replaced.
