This is clearly a virus. I think your best shot is to take the computer to technician and ask him to try and save the data if you have something really important. Restoring data may cost quite a lot of money, so I would advise you to only do this if you have something really really important. If you do not have any crucial information on your laptop, I would suggest to format the laptop and install the windows anew.
Viruses tend to implement themselves and reinstalling the windows with no format is still too risky. I know that a lot of people will tell you to run an anti virus and let it take care of the virus for you, but in the bottom line- it doesn't remove the virus, simply because viruses are updating on a daily basis and anti-viruses can't keep up
