This is common for these older radio to burn out light bulbs. Do a google search for the service manual, it will show you how to disassemble the rig and what bulbs you need, many of these mobiles are an absolute nightmare to replace the bulbs yourself

When the headlights are turned on, the clock/radio display cannot be seen. Would this be a fuse that needs to be replaced or a burned-out bulb, and, if it is a burned-out bulb, how do you go about...

I think the problem is in your dimmer switch. It controls the dash backlights as well as the display on the radio. Is this a factory radio and are you dash backlights bright?

Monitor getting dark

Your top backlight element is not working, probably burned out or has a wire that has become disconnected or burned off at the end of the bulb. You will need to replace the top bulb and or reconnect the soldered wire.

You are a brave man for taking apart your panel. It's most likely the bulb is failing. Failing CCFL bulbs draw more current when they age which could explain the melting holder. They also tend to give off a pinkish glow when they are at the end of their life cycle. I'm not one to guess, I like to verify before replacing. There are testers for CCFL but not worth investing the money for a one time deal. I usually keep the boards attached to the back of the panel. Remove the LCD panel and prism materials to expose the backlights. I then turn on the set and monitor the lamps, checking for any that are giving off a pinkish tint, The bulb could be your problem or just one of your problems. As I stated earlier, aging backlights draw more current than normal, this can cause failure in your inverter(s) boards.

When first started, the monitor screen is fine; however it dims shortly thereafter. Help

Unfortunately this might be a hardware issue. My old HP used to do this, and then the company finally accepted it back for repairs.
What happens is there are bulbs/ backlights that keep the computer screen lit. After aging, or even possibly damage, the light might be burning out.
If you send it for repair they can easily have this fixed, and provide you with a new backlight.
Hope this helps, and best of luck! :)

Backlight is off

You either have a bad LCD or bad backlight board. The backlight on your screen is no different than a light bulb. If it burn out it stops working, if these is no power to the backlight your screen will have an image but no backlight to see the image.
