Hello I have found a phone in a parking lot and the battery was dislodged and when I turn it on I cannot get anywhere with it because of a lock code I guess, so I have no way of locating the owner

You should return it to Verizon if it is a Verizon device. Turning it into the police will result in it being put up for auction at the end of the year or when ever, and who ever gets it will be back here asking the same question again.

If the device was covered by loss insurance, Verizon SHOULD return it to its legal owner, the insurance company who in its turn would do a refurbish procedure and use it in their business. Verizon knows all this information though they will probably not admit it to a third party. I am not bad mouthing Verizon, simply reflecting on what I believe their privacy policy probably dictates in cases such as this.

I believe the manufacturer can give you instructions for a hard reset procedure, if they will. At that point, you might be able to use the device. There will be issues with this device as opposed to one you would get if you started fresh with a new device from Verizon (or any other service provider for trhat matter)

Can I ask in what state you found this phone? My daughter's phone was lost around than and we reported it to Verizon.
