Question about Kenmore Refrigerators
The defrost timer could be stuck ,but removing the inner panels of the freezer compartment needs to be done,and see if the coil in the rear is iced over,and below it,if so,the drain below the coils,is stopped up with ice and food debris.Defrost the drain with hot water,and clear the drain,the drain runs down under the fridge into a drip pan.It will be messy,but it will fix the problem.When the drain stopped up with the food debris,the water,from the defrost cycle,stood in the drain,and backed up,and continued freezing,the fan,in the freezer compartment could not move the cold air,therefore the area was lowered in temp,Check this first,and if it seems ok,then replace the defrost timer,most likely under the fridge unit.

The problem is in the defrost system..
You have a defrost heater in your freezer that comes on 3 times a day & melts the frost to keep your freezer frost free. That frost turns to water & runs down a drain & eventually goes to a drain pan located under the unit. On these models the hole for the drain is located directly under the evaparator fan.
The drain hole is to far from the heater so the water settles & then freezes around the fan blades causing it to stop spinning. There are two fans so you have to check , you said fan is running, may i know the fan you specified is it a compressor fan or evaporator fan
There are two fan, Evaporator fans job to circulate cold air from the freezer to the fridge, This fan should work
Compressor fan should have stopped leading to increase in the compressor temperature and stopping the compressor performing its action, due to which you dont get a cold freezer...
You can notice the compressor running very hot due to this action...
A fix would be to unplug and leave for sometime. When you get the ice gone from around the fan you should be able to see the drain hole & be sure water runs freely down the hole. Put it back together then adjust the front legs of the fridge so the whole unit slopes back slightly causing the water to run back to that drain hole without settling.
