2004 pontiac montana horn doesn't work. Fuse is OK and Relay is OK. What could be the cause?

The horn itself may be faulty, disconnect it and use a voltmeter to see if the voltage changes on the wires feeding it when someone presses the horn button. Most horns are 12V so you should also be able to connect the horn directly to the battery to see if it works. Just get the polarity correct.
The horn switch harness. (the switches and wiring in the steering wheel) Disconnect the negative battery connection before attempting to check this as the air bag is also in that area.

HORN NOT WORKING

There is usually only 1 wire to the horn from the steering column, via a relay. Disconnect this wire and run a bit of wire from the positive terminal of the battery direct to where you took the wire off. The horn should sound. If it does, then you know the horn is ok and the fault is probably the relay , broken wire, blown fuse or poor connection in the horn circuit. If the horn doesn't work, then you know that the horn itself has failed.

Horn is ok but not working

Just curious - how can the horn be OK if it doesn't work?
Of course, horns do fail, their wiring and/or fuse can fail and the switching mechanism can fail.
Put your DC meter on the horn terminals and attempt to blow the horn - if you measure 12vdc, replace the horn. If no 12vdc, you have either a failed horn switch or a wiring fault.

1988 ford broncho horn doesn't work ,relay clicks when horn button is pushed,I replaced the horn it still doesn't work. what should I check next.

OK, try to use a test light and connect the horn lead to ground to see if there is current, and to see if it sounds. If it does, then the wiring is fine to the horn itself. The relay may click, but are the contacts ok? Maybe swap out the relay for a new one.

2003 gmc 2500 hd..horn doesn't work

The horn pad is made of vinyl which contracts through the four seasons causing this problem for some. Remove the horn pad with the battery disconnected first of all. Use a jumper wire to see if the horn works. If id does check the horn relay next. If ok hot wire the horn direct. One should be your problem or it is a broken wire instead
