You can try this, change the battery & see if it will turn on & if it does then the problem is on the battery. Another thing is try charging the PSP into a computer using the USB cable, if it charges then the problem is the charger.
If the 2 solutions does not work you might want to replace the motherboard on your PSP cause definitely it is a power supply problem.

Sounds like the battery is charged fully. If you know someone else who has another psp, try putting the battery into his/hers and see if it starts up. If so, your psp may have been fried. There is not much you can do.
You either have a bad battery, or a bad power supply that charges the unit (power cord). If you have a friend that also has a PSP, try swapping out the battery to see if that works, and or try another power cord to see if the charging indicator light comes on. I think that possibly your battery is dead and the power cord might be bad. You can find good deals for both the battery and cord on ebay. Good luck!
i was also facing the the same problem with my iPod, this happens because of the battery that u r using. Its the problem with the battery, when is battery is wipped out the cothode and anode rods in the battery gets weak which causes the battery even not to get charged. if you change the battery your PSP you will surely fight with this problem.
TEST : Take battery out. Plug in to wall. Wait 30+ secs with psp on. if the power turns off, then its the adapter which is broken, which costs about 5$
OTHERWISE:
Your battery needs to be changed. Standard flavor costs bout 8$, extra long lasting spicy flavor costs 16$. (lol, chips)
Seriousley though, after some time, wear, and in some cases, temp. changes, the battery can become so weak, that it will only hold about a 5 second charge. Once you get less than 1 hour play time W/O charger, need to get a new battery.
Your PSP is on, hence the green light, its most likely your display that is messed up.
Try tapping the display button ( which is next to the mute button) a few times, if nothing comes up then you should send it in to be fixed or buy a new one.
the problem 's if u kept ur psp battrey without changing the battery it will bad , you have to wake up the battery by open the battery ,you remove the battery from the case .use solding iron to remove it after that , use ur psp changer to jump start the battery for just 5 min , after that solder it back it will start working ,,,,,,, bye
