SOURCE: water will not come through the steam wand
I had the same problem. I took the steam wand off, and checked for steam out of the unit. It was OK, so I stuck a thin wire up through the steam wand and dislodged what look like pieces of a green washer or O-ring.
In short...the wand was plugged.

FYI - the flowmeters can get fried after lots of usage. Back in the day Starbucks used to put pieces of cardboard between the flowmeter and group head to prevent them from heating up. Aside from checking for scale you use test with an ohm reader. I think a functional one will reach 2.4ohm (or maybe 2.8). A broken one will post junk ohm information and bounce around. Replacing them is expensive so I'd just recommend usitng the semi-auto on/off switches. This info comes out of the big oragne Linea maintenance book.

Where is the steam coming from the small valve on the top or the big tall one? If it is the tall one then the problem is in the block electrical box(pressure stat) on the left above the element, that may be stuck and not telling the machine that it has enough pressure turn off the elements.

Check to see if the program switch is turned off. There might be a switch in the inside of the machine, or on the front panel and you need the key for you have to go through the cpu board.
